I was just over at the much-lauded last.fm, looking for sound samples or something from E.S. OceanLandWorld, to help give someone a clue. They have info on Tim but the music there is from some fiddle-playing maroon also named Tim Smith!
If Cardiacs are unjustly overlooked, this album is even more unjustly overlooked, and in fact I would support the policy of immediate arrest and internment at re-education camps for all those who are overlooking it.

the demos are rough (and no Ocean Heaven :( ) but interesting

'This Grounds Town' is Tims' Beatles meets ELO moment - superb, great singing
'Ocean Heaven' - might be my favourite Tim vocal

I think is voice is brill brill brill on this LP

This is a great singalong album, though i mostly don't know the words - great to "ahh" along to, the vocal melodies are so beeaauuttiiffuull.
